Tag Challenge 2012 Rules, Waivers and Acknowledgements


Tag Challenge (“Contest”) is a social gaming competition in which participants are invited to find volunteer suspects in a simulated law enforcement search. In order to win, a participant must be the first person to successfully submit, via the contest website, verifiable photographs of each of the contest suspects.

The views and information exchanged on this site by organizers and participants in the Tag Challenge do not necessarily reflect those of the U.S. Department of State.  Rules and conditions established for the game are for the purpose of ensuring a fair competition and determination of the prize winners; contestants are not subject to additional requirements by the Department of State.


The Contest begins at 8:00 am, local time, in each of the respective cities. The contest will begin in Bratislava and Stockholm at 8:00 am Central European Time, or 2:00 am US Eastern Time, on March 31, 2012. Suspects will remain in public locations in each city until 8:00 pm, local time. The suspect-location portion of the contest will end at 8:00 pm EST on March 31, 2012. Contest submissions must be received by noon, 12:00 pm, US EST on April 1, 2012. Contest information on how to enter and prizes form part of these official rules (“Rules”). By submitting an entry, each entrant agrees to the Rules and warrants that his or her entry complies with all requirements set out in the Rules.


Participants may enter at any time during the open Contest period by submitting their entries to the Tag Challenge website at by following the Upload Photos link.


The Contest is open to individuals in all countries. However, participants under the age of 18 must receive the consent of a parent or guardian before participating. The Contest will likely involve interacting with other individuals on social networking sites, therefore, underage participants must have parental supervision at all times and for all Contest activities.

Only individuals are allowed to submit an entry and only individuals are eligible for the prize. Entries from corporations, law enforcement agencies, or other organizations are not allowed. Project organizers may ask for confirmation of identity before awarding the prize.

Tag Challenge reserves the right, at its sole discretion, to disqualify any individual who violates the rules of the Contest. Tag Challenge also reserves the right to disqualify any participant whose actions violate the spirit of the competition for any reason, including but not limited to: violating laws in any of the contest locations; subverting the ability of other individuals or teams to participate in the contest, or otherwise tampering with the running of the event.

Contest is void where prohibited. Participants in jurisdictions where the contest is prohibited are not eligible to enter.


The Rules apply to all individuals participating in Tag Challenge. Tag Challenge reserves the right to modify the Rules at any time, for any reason and without notice.

The contest will take place in Washington, DC, USA; New York City, NY, USA; London, England; Bratislava, Slovakia; and Stockholm, Sweden. The event will begin at 8:00 am in each respective city on March 31, 2012, and end at 8:00 pm in each respective city, according to local time.

Participants must locate and photograph each of five volunteer “suspects.” Beginning at 8:00 am local time on the day of the event, each suspect will travel a predetermined path through public locations in their respective city. This may include and is not limited to: riding public transportation, visiting coffee shops or restaurants, walking through parks or gardens, etc.

A photograph of each suspect or “mugshot” will be posted to the contest website on the day of the event. Each suspect will be wearing a shirt bearing the event logo. The suspect’s face, dress, and the contest logo will be clearly visible in each of the mugshots. Contestants may use only this photograph and any other information provided on the event website to identify each suspect. Participants and their collaborators found to have used other information to locate or identify suspects will be disqualified.

Given the physical impossibility of one individual taking a photograph of each suspect, contestants will likely need to cooperate to locate suspects, take photographs, and submit entries. Cooperating participants are responsible for determining contest methods, the individual responsible for submission, and the potential distribution of the prize.

The first person to send a verifiable photo of each suspect, taken within the hours of the contest on the day of the event, wins. The submission period will be open until 12:00 pm, noon, on April 1, 2012.


Tag Challenge reserves the right to cancel the Contest at any time for any reason. Any changes to the event or the rules will be published on the event website. Entries will be accepted until noon, 12:00 pm, EST on April 1, 2012.

Contest organizers alone determine the winner by judging which submissions serve as verifiable proof of the task’s completion. Their determination is final and not subject to appeal or review. Although this is primarily a skill-based contest, chance may also determine the outcome.

Tag Challenge will award a single $5,000 cash prize to the first participant to submit pictures within the contest period. There is no prize for second place or any other finisher. If Tag Challenge does not receive five correct submissions, the project organizers reserve the right to award the prize to the individual who has come closest to achieving the task in the shortest amount of time.

If Tag Challenge cannot contact or confirm the identity of the winner within 24 hours of the contest submission deadline, the project organizers reserve the right to award the prize to a runner up.

The prize will be issued as a check or bank transfer, at the discretion of Tag Challenge. The winner must supply Tag Challenge with a US taxpayer identification number (e.g. a social security number or employer identification number) if requested. If the winner is not a US citizen, he or she must obtain a US taxpayer identification number and provide proof of it before the prize is transferred to their account. All federal, state/provincial/territorial, and local taxes, fees and surcharges (whether foreign or domestic, and including income, sales, and import taxes) on prizes are the sole responsibility of the prize winners. Tag Challenge organizers will not provide any tax advice or counsel.

As a condition of participation, the winner agrees to provide Tag Challenge with the strategies and methods used in the event. Tag Challenge will conduct an interview with the winning individual, before awarding the prize, to determine strategies and methods used in the Contest. Tag Challenge reserves the right to withhold disbursement of the prize until the interview is completed.


Tag Challenge involves searching for volunteers in crowded locations. Entrant acknowledges that physical injury may result from participating in the Contest. Contestant also acknowledges that he or she risks damage to or loss of personal property. Contestant voluntarily enters Tag Challenge and assumes all of these risks.

Contestant, as a condition of entry, agrees to indemnify, defend and hold harmless Tag Challenge and its proprietors, affiliated companies, vendors, advertising, promotion and public relations agencies, co-sponsoring companies and their affiliates and agencies, and all officers, directors, employees and agents of the aforesaid entities, from any and all claims and costs, including attorneys’ fees, relating to, arising from or in connection with participation in this contest or the receipt or use of any prize. In so doing, contestant releases and indemnifies the above entities and individuals from liability for injuries or damages of any kind arising from or in connection with participation in this contest or the receipt or use of the prize.

In no event shall Tag Challenge be liable to a contestant for acts or omissions arising out of or related to the Contest or any Contestant’s participation in the challenge.


Participants agree that the Contest shall be subject to and governed by the laws of the District of Columbia and the forum for any dispute shall be in the District of Columbia, United States of America. To the extent permitted by law, the right to litigate, seek injunctive relief or to make any other recourse to judicial or any other procedure in case of disputes or claims resulting from or in connection with Tag Challenge, are hereby excluded and any entrant expressly waives any and all such rights.

Participants also agree to be bound by these Rules and that the decisions of the Judges are final and binding with respect to all matters relating to the Contest.

Participants allow Tag Challenge the right to publish their name, location, any publicly available information (e.g. Twitter handle) and any relevant information about how they completed the task. If the entrant wins, Tag Challenge may use the winning submission and each winner’s name in any publicity or advertising relating to the Contest or future promotions without additional compensation or approval (except where prohibited by law). Otherwise, Tag Challenge claims no additional rights to intellectual property developed as a result of participation in this event.
